My question is should I tell my step daughter and her boyfriend
they can use the spa outside naked alone
They thirty +, not nudist but know I am and liberal. My problem is not to get them nude but to keep soap from clothing out of spa. And of course nudity is what I enjoy the best and they would also.
Thank you for the more info. They are definitely old enough to be nude together if they wish. And as far as the soap goes, explain that to them. They should understand the reasoning, and respect your wished towards the spa. If not, they can use a public one or do without.

Sure, just say that most people including you use the hot tub naked and there's never been a problem with that. They'll figure it out for themselves

I'd give an opinion, but not enough info. Their age, are they nude at home already, are they asking or you suggesting, to many unknowns for me.
