A lot of people these days can’t mind their own business! Where I live, out in the country, everyone does their own thing, as long as their “things” stay around their home and property, and people just don’t concern themselves with other people’s business.
I think the unknown neighbour needs help. They have obviously been so corrupted by their upbringing, that they are suffering from an unnatural perversion of some sort, causing them to engage in behavior that any sane person would realise is unreasonable and therefore illegal. Yes, bring them to justice, but do so in order to help educate them and overcome their psychological problems.

The neighbor must be bored out of their mind. If you don’t like what you see, then don’t look.
We are lucky, our neighbour doesn’t care, they have joined us (clothed) sometimes, they’re just great friends.

My new neighbour keeps popping his head over my fence ,I’ll be glad wen he goes back to work.
Next time you’re in your garden, be ready for him and politely ask “Are you looking for someone ?” Maybe he’s curious and would like to be as brave as you. ? Maybe he’s just a foolish man with a child aged brain ?
